F.B. Meyer was born in Chicago, Illinois, in 1879. After graduating from the University of Chicago, Meyer was admitted to the bar in 1904 and practiced law until 1913. During his time as a lawyer Meyer became involved in politics and in 1914 joined the Progressive Party, a forerunner of the modern Progressive movement
In 1915 he resigned his law practice to become associated with the Milwaukee School of Social Economics. Meyer later went on to lead a variety of social service organizations, including the American Youth Congress and the American League to Enforce Peace through Law.
